No. He SAYS he wants to do so 'respecting our civil liberties' but respecting our civil liberties means he needs to STAY OUT OF IT. There is no enumerated internet power, to put it mildly.

Should there be regulation like eliminating child pornography and the organization of illegal activity, absolutely. Other than that, I don't think the government should any other power over the internet.
Obama has more important things to worry about then the internet.
