Noone ever owned it that I'm aware of. There isn't really one person or group of people that created it. It's been developing for a few decades, and is not anything like what it originally began as. Currently the FCC makes and enforces rules for the internet. Soon, it will be your internet access provider i.e. Comcast, AT%26amp;T, etc. who will decide how the internet works, if you can access it, and what websites you will be able to see. No one really has control over the Internet, it is a collaboration of many computers from all over the world on a network. It was started for a part of the government a while ago, I think the Department of Defense, many places liked the idea and a part of the original Internet was at UCLA. Then it grew and now it is a huge worldwide item that nearly everyone, in the modern world, has.
