Not at all...It is not a feasible plan anyhow.





The government needs to start identifying the infrastructure it wants to defend and migrate it to an inaccessible, top level domain.





Then establish a limited number of ';portals'; that are more easily managed for customers to access that domain for legitimate reasons and with high security.





When and if a cyber attack comes, they simply close/defend those portals and leave the internet (which they would never be able to truly secure and keep functional) alone.
