Should there be a community to control the internet?

Today the internet is available in the remotest part of the world. It has shrunk the world. But.... do people use it judiciously? Is anyone cared about what is happening? Many people use the internet for wrong purposes and much more? So, the question arises that should there be a community to control all these illegal practices????????.....Should there be a community to control the internet?
