In this case, there are 3 pcs connected to a router then to a modem. One pc is downloading and is consuming most of the line while the others are having a hard time opening a webpage.

Ideally this is handled in hardware, not software. Most inexpensive consumer-class routers %26amp; switches don't have these types of controls (known as QoS for ';quality of service';), while business-class devices (Cisco, Sonicwall, Watchguard etc) do. You can prioritize different types fo traffic, limit bandwidth usage by IP address ranges, time of day, etc.
Actually, most network traffic control is provided via managed switches (instead of the router/firewall) since companies usually want to control who's using the bandwidth on their internal network, not just the Internet.
You could either replace your router, or get a managed switch and plug all 3 pcs into that.Software that control internet traffic?
