Controlling Internet Speed with Scheduling capability?

I'm looking to control internet speed to a crawl at certain time to discourage someone to use internet. Does anyone know an app that can do that? For example, at 9:00 to 3:30, set bandwith to 8 kpbs.

But there are systems that will limit connections to certain times. (Look for parental control)





Also, many routers can be set to only connect at certain times. You can block any access to the router with a password so no one can override it.
