Does any one know 2 powers that the state can use to control global communications like the internet?

I'm really stuck and need help, Thank you!!Does any one know 2 powers that the state can use to control global communications like the internet?
The IANA (Internet Assigned Numbers Authority) and the internet architesture board (i think) are Owned (in the first case) and controlled (in the latter) By The US Department of Commerce. A recent international conference on the INternet tried to wrestle some of this power away into the hands of a UN-Led body - whether this will happen is yet to be seen. Also it is worth noting that the US Govern,ment effectively invented the internet, and it is only because of its structural nature that they lost much of that control.





By the way - the IANA Issues all the I.p. addresses and .com/.co.uk/.org type postfixes.

';The state'; meaning any government, the federal government, or state governments?





U.S. Gvt: The ';Commerce Clause'; -- Article 1 sec. 8 of the Constitution, which gives Congress the power to regulate commerce between the ';several States'; or among states and foreign governments. Global communications are used in commerce for commercial transactions, and many communciations have a ';substantial relationship to commerce.'; The construction and maintenance and charging of consumers for access are commercial transactions. Congress can regulate that.


(2) Congress %26amp; the presidents War Powers. To the extent that global communications are used in military action, there's probably some residual authority to regulate communications in re: war.


(3) The Treaty Power. President has the authority to make treaties and the Senate to ratify them. Treaties are superior to regular law, and subordinate to the Constitution. Treaties like GATT can include regulations related to the Internet.





How's that?
Well, the federal government can attempt to regulate it under their interstate commerce power, and aguably under their postal power.





States are pretty limited, except under their general police power to protect the health and welfare of their citizens.

all acts which were implemented to suposedly protect the people against terrorism yet is being used against us.
