your pre-set settings (which can be altered by you) are stopping the active x from an unknown site or unregulated site. Some sites are suspect and contain viruses, this is why it is blocking them. If you are confident the internet site is legitimate, when you have logged on, click on tools, in top right hand side and follow instructions.
Try using a different web explorer. I suggest Firefox. It is alot more structurally stable then IE and can handle web pages alot better.
That is becasue download Active X can give you viruses, so it blocks most.
Because it hates you
