Internet Options on Control Panel locked?

I cannot open my Internet Options in the Control Panel either by double clicking or right clicking and Opening.Can anyone help please??Internet Options on Control Panel locked?
According to this it may be a computer virus....

If that is not the case here is what i recommend





Another Copy may be open but hidden.


If this is the case Enter the interrupt keys (CTL + ALT + DEL) and go into the process tab, try to find the ';inetcpl.cpl'; process, then press end process and OK. If you cant find it, try a restart.





OR





You may not have sufficiant administrative rights, try logging into the Administrator Account, to do so follow these steps.





At the Welcome Screen Hit Ctrl + Alt + Del


Type the User Name ';Administrator';


If you are on Windows XP home then you probably dont have an admin passowrd, if on professional it is likely you will have to enter a password.





Click the Validation button





Try opening it again there, if that doesnt work you have the correct administrative privelages.Internet Options on Control Panel locked?
Well I would suggest re-booting to start with and then try again. It depends what you need to do? you can get access to your Internet options via- On the top of your page will be an icon for tools, click on that and go to Internet options.
