Geez... I don't know if I understand your question right but you can control another machine without an internet connection but you definitely need to have a network connection. Also if your only using a network connection without any connection out to the internet you need to have both PC's on the same network i.e. same IP scheme. If both machines get their IP from the same router that should get you on the same network. You can use VNC to accomplish this task. Basically you install a server version of VNC on the machine you want to control, set a password. Install the Client version on another machine and connect to the IP of the server machine to make it work. If your setup can get IP addresses on the same network this may work.Is it possible to control a computer with just a network connection and no internet.?
No, it is not possible. You have to have a connection on both ends. Without a connection on both ends the two computers cannot communicate to eachother to do anything. Sorry. Best you can hope for is a signal in range that you can piggy-back and that will work, but then again you wouldn't need to access the remote computer's internet if you had that.
If both computers are connected to the router (either wired or wirelessly) then yes. In that case just remote desktop to the computer with the dial up connection and surf as if you were sitting at that PC. Or you can share the connection...
Sorry this wouldn't be possible. Internet is needed.
impossible!
