How do I control my internet?

I have three computers at home, and i want to conrol the speed of internet they use, is their a software that i cant intall or somthing that will give me the control over my internet.


For instance if i have 800kbs internet speed, i want to a sign 400kbs to mycomputer and to other three 200kbs.
